The 2006 e-readiness rankings

With over 1bn Internet users and 2bn mobile-phone users worldwide, and continual progress in most qualitative indicators of technology-related development, the world in early 2006 may be proclaimed ever more “e-ready”. This year’s e-readiness rankings reflect such progress, as all but two countries have improved their scores from the previous year. Most of the rankings’ top players have moved upwards in lock step, and there has been little real movement in the broader ranks from 2005 to 2006 (although the addition of three new countries this year has pushed some down the list).

Digital Governance in Municipalities Worldwide (2005)

This research replicates a survey completed in 2003. The present survey evaluates the practice of digital governance in large municipalities worldwide in 2005. Both studies focused on the evaluation of current practices in government, and the emphasis of the research was on the evaluation of each website in terms of digital governance. Simply stated, digital governance includes both digital government (delivery of public service) and digital democracy (citizen participation in governance). Specifically, we analyzed security, usability, and content of websites, the type of online services currently being offered, and citizen response and participation through websites established by city governments.

O presente estudo, desenvolvido no âmbito do Programa da rede de Pesquisa e Desenvolvimento de Políticas (Rede-Ipea), tem por objetivo principal o exame de políticas — programas e ações — formuladas, pela esfera pública federal, de acesso e uso de tecnologia de informação e comunicação (TIC), visando à construção de uma sociedade da informação que contemple a participação de todos os brasileiros. Foram privilegiadas as políticas de estímulo à difusão da TIC como estratégia de inclusão digital. Buscou-se, também, observar as possibilidades da avaliação dessas políticas, levando-se em conta, especialmente, aspectos relacionados à mensuração estatística.

UN Global E-government Readiness Report - 2005

The UN Global E-government Survey 2005 presents a comparative ranking of the countries of the world according to two primary indicators: i) the state of e-government readiness; and ii) the extent of e-participation. Constructing a model for the measurement of digitized services, the Survey assesses the 191 member states of the UN according to a quantitative composite index of e-government readiness based on website assessment; telecommunication infrastructure and human resource endowment.
